Hi Stan,

Thanks for your question. Looking at the National Center for Assisted Living's 2010 regulatory review, it does not appear that a doctor is required on staff at a licensed Oregon assisted living facility.

The review states "The facility must have qualified staff sufficient in number to meet the 24-hour scheduled and unscheduled needs of each resident. Caregivers provide services for resident that include assistance with ADLs, medication administration, residentfocused activities, supervision, and support. Based on resident acuity and facility structural design, there must be adequate caregivers present at all times to meet the fire safety evacuation standards as required by the fire authority or DHS."

But I do not see a mention of an on-staff doctor as a requirement. If you have further specific questions about staffing requirements we do list a state contact on our Oregon Assisted Living Facilities page.
