Assisted Living Regulations
Louisiana defines an assisted living facility as adult residential care homes that are a facility that provides housing, meals, and 24 hour care to two or more people who are not related to the director or operator. An assisted living facility may be publicly or privately owned.
Louisiana Assisted Living Facilities Scope of Care
An assisted living facility in Louisiana may provide supervision of self-administered medication as well as personal assistance with ADL's, or activities of daily living. If the resident needs additional health care services, he or she may contract with a home health care agency. The private duty care must not be the equivalent of full time care for longer than 90 days.
Louisiana Assisted Living Admission Requirements
An assessment must be completed at admission and residents may not be a danger to themselves or others.
Louisiana Assisted Living Care Plan Requirements
There are no Louisiana assisted living care plan requirements at this time.
Louisiana Assisted Living Medication Management Requirements
Assisted living facility staff may help residents with their medication, such as reminding residents or opening packages, but they may not administer the medication. Residents may also contract medication administration to outside home health care agencies.
Louisiana Assisted Living Facility Requirements
Private bathrooms are not required, but residents may not be required to go through another person's bedroom to access a restroom. No more than two residents per unit, and both residents must agree in writing to share a space. Units designed for one person must have 120 square feet of living space, while units designed for two people must have 200 square feet of living space.
Louisiana Assisted Living Staffing Requirements
There are few staffing requirements, other than the guideline that there should be enough staff to care for the needs of the residents. Three roles must be provided for: a director (over 21), an activities director, and a direct care person; however one person can cover more than one role. There are a number of requirements regarding the training topics that must be covered.
Louisiana Assisted Living Medicaid Policy
At this time, there is no Medicaid home and community-based services waiver. Louisiana Alzheimer's Unit Requirements If the facility cares for residents with dementia or Alzheimer's, then an outdoor area that is secure must be provided in case the residents wander.
Louisiana Medicaid Coverage of Assisted Living and Related Services
The State of Louisiana does not provide an assisted living waiver to individuals needing help with the cost. However, the state's Medicaid is currently undergoing major changes and the national trend is to begin funding persons in assisted living as an alternative to nursing home care.
The current Medicaid Waiver offered by Louisiana is called the Long Term-Personal Care Services (LT-PCS) Medicaid Waiver. This program provides personal and custodial care services to assist with the activities of daily living like bathing, grooming, transferring and mobility. The daily needs for instrumental activities are also covered. They include food preparation, medication supervision and transportation. The intention of the Long Term-Personal Care Services (LT-PCS) Medicaid Waiver is to allow seniors to remain living in their homes.
Please note that medical / skilled care services are not included in this program.
